Government
The Halflings have a massive Clan Council. It is simple if not lengthy. At first they discuss matters internally, then they vote for a representative to put forward their ‘thoughts’. There is no rule in place for whether or not the representative has to remain the same or can be changed as many times as the Clan deems fit.
All the representatives get together and follow a similar process of making decisions. When the matter at hand is resolved they then approach the Gnomes. More on this further down.
The Gnomes consider themselves tribes and not clans. They do meet when such things are required but they put their trust in the Dance of Spirits. The outcome of the dance determines their choice in the issue at hand.
With Gnome and Halfling having made their decision they then meet at Fear dha na h-uile. A week-long feast begins and at the end they agree.
It is incredibly rare when these large councils are required, as most take care of themselves without conflict.
