After a conclave in the city of Tol Baldir, the Merchant Princes accuse The Brazen Empire of a great theft from their vaults. Strangely, only a few houses agree to this ultimate sanction and so The Brazen Empire refrains from invasion, content instead to deal with discontent back home.   La Croix becomes a battleground, a series of terrorist attacks enacted in a shadow war amidst the streets. The River Villaine becomes infested with pirates, and though measures are taken to limit their success, the conflict continues without any sign of abatement.
