Manifestation
The Witching Hour does not have any particular effect, or rather, no effect of any specific kind. Instead, it appears to beckon anticipation, draw to it those singular events of great moment and note. It is the hour that heralds change, and whether that be some grand circumstance or something entirely sinister, is unknown.
That said, should one find themselves in the beginnings of something dire before the clock strikes midnight, be aware that most likely you are about to find yourselves in events entirely beyond your control.
Localization
The Witching Hour is less a natural law in the eyes of many, but rather a holy time, held sacred by those in service to the Cryptics Anarchic. Specifically the hour before midnight, there have been many reports over the millenia of strange occurances and oddities taking place during it. For certain does magic seem to become more erratic. Not dangerous, but different. There is a tension in the Cryptic World, a quiet calm before the storm.
This would mirror the oblique oddity within The Clock known as The Great Veil, a vast patch of seeming shadow and darkness that hangs between the 11th and 12th hour. Said to be home to those spirits of madness and division, it heralds times of uttter anarchy and woe when the world passes through it. Likewise, on a lesser scale, does the last minute of each hour appear to possess some degree of flux. It is said that the Machinists of Jainir take advantage of these small quirks, finalising the most intricate of their designs before the bell chimes on the hour.
