Two hundred years ago, during a devastating vampire epidemic, humanity faced unprecedented levels of destruction as over 300 vampiric courts waged war and preyed on mortals. This era of widespread violence prompted an organised response, as hunters and defenders united to combat the threat and restore order to the land of Cinder. Amidst this chaos, Neevardrah was established as a sanctuary city, offering stability and security to those fleeing the horrors of the epidemic. Over time, the city grew into a haven, drawing people into its protective embrace during one of history's darkest periods.
Over the years, Neevardrah evolved into a sprawling metropolis characterised by extreme vertical development. Layer upon layer of structures and a complex web of elevated pathways blocked sunlight from reaching the ground. Beneath this towering city lies the original subterranean network, known as "The Catacombs," a publicly accessible series of tunnels linking key establishments and maintaining an air of mystery.

Demographics

Population: Approximately 60,000 residents   Diversity: Neevardrah is one of the most racially diverse cities in Cinder, reflecting its role as a hub of trade, entertainment, and opportunity. With no single group forming more than a quarter of the population, the city’s culture is a vibrant mosaic influenced by a wide array of traditions, skills, and beliefs.  

Demographic Breakdown

  25% Human: Humans remain the largest group in Neevardrah, but unlike other cities, they are not a dominant majority. Found across all districts, humans contribute to every aspect of city life, from elite business owners in The Sanguinaria to workers in Casteside. Their adaptability has made them integral to the city’s success.   15% Half-Elf: Half-Elves are common in Neevardrah, thriving in roles that require charisma, creativity, and versatility. They are particularly prominent in Veinbrook and The Sanguinaria, where they work as artisans, performers, and traders. Their mixed heritage allows them to bridge cultural gaps and contribute significantly to the city’s unique atmosphere.   12% Tiefling: Tieflings flourish in Neevardrah’s dynamic environment, with many gravitating toward arcane professions, trade, and entertainment. Found mostly in Casteside and Veinbrook, Tieflings are valued for their resourcefulness and charm, despite occasional prejudice stemming from their infernal heritage.   10% Dwarf: Dwarves play a crucial role in the city’s infrastructure and craftsmanship. Concentrated in Veinbrook, they are highly respected for their industrial prowess and trade expertise. Their tightly-knit communities ensure their traditions remain strong, even within the city’s melting pot.   10% Halfling: Halflings contribute a spirit of entrepreneurship and hospitality to Neevardrah. They operate many of the city’s inns, taverns, and small businesses, and are most commonly found in Veinbrook and Casteside. Their warm and communal nature enriches the social fabric of the city.   8% Dhampir: Dhampirs, though rare, are a notable presence in Neevardrah, especially in The Sanguinaria. Their mysterious nature and nocturnal habits make them sought after in roles involving entertainment and intrigue. While their origins remain a subject of quiet speculation, dhampirs are well-respected for their unique contributions to the city.   7% Gnome: Gnomes bring their ingenuity and curiosity to Neevardrah, often working in workshops and laboratories in Veinbrook. Their passion for invention and magical research has led to several innovations, particularly in enchantments and alchemy.   5% Half-Orc: Half-Orcs are valued for their strength and resilience, frequently employed as guards, enforcers, and labourers. Most live in Casteside, where their physical prowess helps sustain the city’s infrastructure and security.   4% Dragonborn: Dragonborn in Neevardrah are a rare but respected group, often working in mercantile or artisanal roles. While some face lingering stereotypes, the city’s inclusive culture allows many Dragonborn to thrive, particularly in Veinbrook.   4% Other Races: The remaining 4% includes a mix of Tabaxi, Genasi, Aasimar, Half-Elves, and others. Though smaller in number, these groups add unique perspectives and skills to the city, enhancing Neevardrah’s reputation as a cosmopolitan hub.

This council oversees all aspects of governance, from lawmaking to economic regulation and public services. The Chancellor, elected from among the council members, acts as the face of the government, ensuring the smooth operation of the city.   The Governing Council: The council comprises prominent figures selected from Neevardrah’s districts and key industries. These individuals are chosen for their expertise and influence, representing the city’s diverse populace and interests. Residing in the opulent Council Hall in The Sanguinaria, the council is seen as a symbol of unity and progress for Neevardrah. However, their decisions are often viewed as opaque, with whispers of unseen influences shaping their rulings.   Key Council Positions: Though the council operates as a collective, several positions carry significant responsibilities:
  • The Chancellor: The leader of the council and the public face of Neevardrah’s government, responsible for overseeing the city’s administration and implementing council decisions. The Chancellor is widely regarded as a charismatic and shrewd figure, though their decision-making is sometimes questioned by the public.
  • The High Treasurer: Responsible for managing the city’s finances, including tax collection, trade agreements, and resource allocation. The Treasurer’s meticulous planning ensures Neevardrah’s continued prosperity.
  • The Master of Security: Oversees the Crimson Watch, the city’s law enforcement force tasked with maintaining order across all districts. The Watch are known for their efficiency and professionalism, earning public trust despite their somewhat enigmatic origins.
  • The Diplomatic Envoy: Manages Neevardrah’s external relations, including trade partnerships and negotiations with nearby territories. The Envoy represents the city’s interests abroad, working to preserve its reputation as a hub of commerce and opportunity.
  • The Civic Coordinator: Focused on the welfare of Neevardrah’s citizens, the Civic Coordinator manages public works, housing, and infrastructure projects. They are particularly visible in Veinbrook and Casteside, advocating for the city’s middle and lower classes.
  Governance and Law: Council decrees form the basis of Neevardrah’s laws. These laws are enforced by The Crimson Watch, a dedicated and highly trained group that operates across all districts to ensure order and safety. While the Watch are widely respected, their close ties to the council have led to occasional speculation about their true loyalties and funding sources.   Checks and Balances: The council operates under the principle of collective decision-making, with each member holding equal weight in discussions and votes. While the Chancellor leads and coordinates, their power is balanced by the other council members, who can collectively override decisions if necessary. However, the opacity of the council’s deliberations has led to speculation about who truly holds power in Neevardrah.   Public Interaction: Citizens may petition the council for grievances or requests. Petitions are reviewed by the Civic Coordinator, who ensures that the most pressing issues are presented to the full council. Neevardrah lacks traditional city walls, relying instead on the reputation of its dangerous urban sprawl and the tight grip of its ruling factions. The assumption is that no one would be reckless enough to attack such a deeply fortified, highly chaotic, and well-defended city.  
The Crimson Watch
The Crimson Watch is the city’s primary law enforcement and military force. They are a disciplined, heavily armed organisation with a reputation for ruthless efficiency. Their responsibilities include suppressing dissent, enforcing laws, and defending the city from external threats.  
  • The Crimson Spire: Located in Veinbrook, this heavily fortified headquarters serves as the nerve center of The Crimson Watch, housing barracks, an armory, and strategic planning chambers.
  • Crimson Shards: These towers are scattered across the city, functioning as local outposts for The Watch. Each shard serves as a command post and rapid deployment center for patrols.
  • The Court of Carpe Noctem
    As the ruling faction of Neevardrah, the Court plays a significant role in the city’s defences. Their influence ensures the loyalty of key factions and allows them to mobilise resources swiftly in times of need.  
  • Bloodlust Bastion: This militarised base in Veinbrook serves as a secondary stronghold for The Crimson Watch, connected to the Bloodstone Royale casino by a secure road for rapid deployment.
  • Shadowborn Forces: The Court employs supernatural entities, including dhampirs, vampires, and shadow creatures, to maintain control and serve as an ever-present deterrent against rebellion or invasion.
  • The Catacombs
    Beneath the city lies an extensive network of tunnels that serve as a crucial part of its defences. The Catacombs can be used for troop movements, supply lines, and ambush tactics. Certain sections are heavily fortified, while others are intentionally left as labyrinthine traps for intruders.

    Many of the major casinos in The Sanguinaria double as fortresses, offering strategic advantages in the event of an attack:  
  • Bloodstone Royale: This casino not only generates revenue but also houses a vault and fortified chambers, making it a key defensive structure.
  • The Noir Grande: Operated by the Sparkshadow family, this casino includes restricted areas designed to hold high-value assets and serve as secure zones during emergencies.

The Sanguinaria serves as the focal point for this industry, with grand establishments like The Pearled Grin Casino and Heads and Tail drawing wealthy patrons eager to gamble, relax, and revel in the city’s extravagance. Tourism is the lifeblood of Neevardrah’s economy, fueling its growth and sustaining its lavish lifestyle.   Market Activities   While Neevardrah does not produce many goods for export, its bustling markets cater to residents and visitors alike. Veinbrook is the city’s artisan hub, home to workshops and smithies, while Casteside houses The Shard Market, which provides affordable essentials and handmade goods for the working class. These markets ensure that the city remains self-sufficient in meeting its internal needs, even as it relies heavily on imports for luxury items.   Imports and Commerce   Due to its lack of natural resources, Neevardrah imports a vast array of goods to support its infrastructure and lifestyle. Luxury items, exotic foods, and high-quality materials flow into the city through trade routes facilitated by The Diplomatic Envoy. The Merchant Guild oversees the smooth operation of these imports, ensuring that the city's elite have access to the finest products while the working class has their basic needs met.   Artisan Contributions   Veinbrook is the heart of Neevardrah’s artisan industry, where skilled craftsmen and merchants create unique goods that add to the city’s allure. Tinker’s Row is renowned for its innovative designs, including magical trinkets and practical tools. The Garden of Enid offers exquisite glassware and enchanted creations, while The Feral Skunk’s robust garlic dishes have gained a cult following among locals.   Gambling and Luxury Services   Gambling is the cornerstone of Neevardrah’s economy, with casinos like Gambit Plaza and The Pearled Grin Casino driving immense revenue. This staple sustains the working class, allowing them to endure the harsh realities of life in the city’s most challenging district.   Merchant Regulation   The Merchant Guild plays a vital role in regulating Neevardrah’s trade practices and overseeing the flow of goods. By maintaining strict oversight of imports and market activities, the guild ensures that the city’s needs are met without disruption, preserving its status as a world-class destination.   Overall, Neevardrah’s economy thrives on its ability to attract visitors and cater to their every desire. Through its reliance on tourism, gambling, and imported goods, the city sustains its opulent lifestyle and reputation as a beacon of luxury and excitement.

  • Casteside: The streets of Casteside are an uneven mix of cracked stone and dirt, often winding through sprawling, dilapidated shantytowns. Haphazardly built structures crowd the narrow paths, which are poorly lit and weathered from years of neglect. Residents use improvised lights or fires to navigate the maze-like alleys.

  • Greenway Promenade: Replacing the opulent Fountain Plaza, this strip of grass features artistically placed fountains and decorative trees, providing a rare space for leisure in The Sanguinaria. The promenade allows visitors to enjoy moments of tranquility while walking the strip.

  • Mourner’s Hollow: Located within the grounds of World’s Home in Veinbrook, this graveyard is reserved for the city’s wealthy. The serene space offers a place of reflection for the grieving.

    Veinbrook

      Veinbrook serves as Neevardrah’s middle-class heart, home to artisans, merchants, and tradespeople. Cobblestone roads and wooden walkways define this bustling district, adorned with vibrant banners and shop signs. Key sub-districts include:  
  • Nestlebrook: A prominent business and residential area, hosting the Lunar Market and bustling with commerce.
  • East March: Known for its affluent mansions and cultural hotspots like the College of Glamour and The Bloody Brewer Tavern.
  • Gallow’s Glenn: A quaint, slightly declining area with notable locations like The Lucky Pot and the College of Eloquence.
  • Brickton Heath: A primarily working-class neighbourhood, home to The Capulet Commodity Centre.
  • Veinbrook's diverse mix of cultures and industries creates a lively and hardworking community, central to Neevardrah's economy.  

    Casteside

      Casteside is the sprawling, downtrodden district where desperation and resilience collide. Characterized by uneven dirt and cracked stone streets, it is a chaotic maze of shanty towns and decaying infrastructure. Sub-districts include:  
  • District 1: The least impoverished area, featuring makeshift markets and establishments like Slop N’ Swill.
  • District 2: Home to the Sustaina Factory and a mix of essential workers who support the city’s broader economy.
  • District 3: A desolate area marked by abandoned and burnt-out buildings.
  • District 4: The most neglected section, rife with danger and home to Urchin’s Alley, a refuge for the city’s most vulnerable.
  • Market District: encircling one of the Crimson Shards and serves as a grim marketplace where residents scavenge and sell to survive. Casteside embodies the harshest realities of Neevardrah.
  • The Catacombs

      The Catacombs are a vital yet mysterious part of Neevardrah’s infrastructure, connecting districts through an underground network of tunnels. While portions near The Sanguinaria and Veinbrook are well-maintained, those under Casteside are poorly lit and fraught with danger. Decorated with intricate carvings and softly glowing lanterns in upper districts, the Catacombs are both practical and steeped in history, used for transport, storage, and clandestine activities.

Operated by the Kingdom of Varroock, The Pearled Grin adheres to strict human laws while catering to high-end clientele seeking exclusivity and fortune.   The Shard Market Encircling a Crimson Shard in Casteside, The Shard Market is a hub of desperation and survival. Vendors sell scavenged goods, slightly spoiled food from casino bins, and repurposed items. Despite its bleak atmosphere, the market is vital for the district’s struggling residents.   The Noir Mori Reservoir Beneath The Sanguinaria lies the Noir Mori Reservoir, an immense underground facility supplying water to the city. The water’s black, ichor-like appearance is both a practical resource and a grim aesthetic, with decorative fountains in the upper districts contrasting starkly with communal wells in Casteside.   The Catacombs This network of underground tunnels connects all districts of Neevardrah, facilitating movement and trade. Lavishly adorned in The Sanguinaria and Veinbrook but grim and utilitarian in Casteside, the Catacombs also house secretive operations hidden from the city above.   The Feral Skunk In Veinbrook, The Feral Skunk is famed for its robust garlic-based dishes, offering a bold dining experience. This tavern is a favorite among vampire hunters and skeptics, providing hearty meals and a lively atmosphere.   Fountain Promenade Once known as Fountain Plaza, this transformed area in The Sanguinaria is now a green strip with decorative fountains and artistically placed trees. The Promenade offers a tranquil space for leisurely walks, blending natural beauty with urban sophistication.   Mourner’s Hollow Situated in Veinbrook, this graveyard is reserved for the wealthy and located on the grounds of World’s Home, the church of Huldir. The tranquil setting is meticulously maintained, providing a serene space to honor the departed.   Aurora's Appln Brewery Located in Little Lilfe, this brewery produces Appln, a potent yet smooth alcoholic beverage. Owned by Aurora, an eladrin from the Autumn Court, the brewery is beloved by those seeking a unique and powerful drink.   Melony's Mixtures A Veinbrook alchemist shop run by Melony Malice, a tiefling, known for brewing rare and unusual potions. Rumors swirl about her sourcing ingredients from the forbidden Nightshade Meadow.   Nightshade Meadow A private park in East March growing the world’s deadliest plants. Public access is limited to non-lethal areas, with parts like the Poisoner’s Patch restricted behind high fences and gates.   The Last Call Inn Situated between The Sanguinaria and Casteside, this inn provides comfortable lodging and hearty meals at a modest price. Its private lodges make it a popular choice for travelers and small parties.   Heads and Tail A two-part establishment in The Sanguinaria, with a casino upstairs run by Yannic Skrom and a burlesque bar downstairs overseen by “The Mistress.” This location is known for its upscale clientele and exclusive services.   The Umbral Veil Casino An enigmatic casino that appeared overnight, this Shadowlands-inspired tower is a maze of decadence and mystery. Owned by a consortium of guilds led by “Dredge, Night’s Immortal,” its eerie beauty includes a private garden with a mesmerizing Faebloom tree.   Plush Operated by the Velvet Nocturne family, this casino and club drenched in purple lighting exudes an aura of faux luxury.
