Independent State of Mismead (Miss-Mead)

A city there never was finer than that of Mismead and its people. - Sheng Tsui 3rd
      The Independent State of Mismead has stood as a free city since before the times of the first Radiance.   A huge city that spans the breadth of the Gap of Sarace, it is a monument the the achievement of coordination and unity that can come from times of hardship. A land that stands in the divide between what was once a united nation is now the only netural buffer in a land raging with war. To the east, the heralded prophet tactician Chowa Harishakai rages his eternal war. Bent on restoring his honor to the Radiant Throne under the Golden Sky, the city of Yumoa has seen harsh changes while under his rule. And he has put the squeeze hardest on Mismead, as the last city that stands in his way of domination. To the West, the ancient and powerful Kingdom of Chu'bao. A land rich in mineral, for millennia Chu'bao has supplied Mismead with its much needed resources of Iron, Tin and Copper. But in these harsh times of war, Mismead has lost the reliable trade of the great kingdom to its own needs. And what little is sent for trade is pillaged by the unsafe roads that ride out from the capitol. But to the people of Mismead, the First son Fei Jaihun has been honorable on ensuring the city is left untouched, even if it is due to its strategic positioning.   Mismead boasts an impressive population sitting at nearly 400,000 people across its lands, and is a truly marvelous spectacle of culture. In all the cities across Chikage, only Siedlerland would be able to boast more diversity.   Population Split: Human 30% Elf 20% Dwarf 10% Halfling 10% Gnome 10% Tiefling 7% Kitsune 5% Goblin 3% Other Races 5%   Governance: Mismead is a Oligarchal Democracy, a council of representatives is elected from the cities districts that decide on policy and taxation, who internally vote for a speaker who is the chief decision maker for the city and the diplomatic representative to other nations.   As of time of campaign, the speaker of the chamber is Durgan Mudlink, older of the Mudlink brothers and a captain of industry.     The city has 14 districts that are themselves subdivided into boroughs with each allowing its own councilor to the chamber. Some boroughs due to density, zoning, or relevance have many council representatives as per the needs of the city. A councilor will serve for 5 years on the council before the city wide election campaigns are held. There is no limit to the amount of times a person may serve as a councilor, nor is there rules preventing certain races or nationality from running. No in Mismead the only barrier for entry is money, as a campaign must be funded by the candidate and its supporters, which goes to explain why so many of the higher society sit in the seats of power.   Districts: Mismead has 14 districts in total in and out of the city. The exception is the harbour town of Bringleton. The harbour town stands as a self governing town that makes its own laws, however due to its importance to the city of Mismead is permitted several seats on the council in exchange for allowing Mismead to station its small navy in the city. But to all on the outside, Bringleton is as much as part of Mismead as the farms that supply it.   Geography: Mismead is situated in the Gap of Sarace, a large flatland valley rich in farmland but low in minerals situated between two mountain ranges. 3 large lakes can be found in this region. Lake Azriand, Lake Gartoral and Lake Litrask. These lakes are vast and deep, there have even been ruins found at the bottom of the 3 lakes that long predate the city, though the fauna and flora of the lakes depths prevent much in the way of research.

Demography and Population

Human 30% Elf 20% Dwarf 10% Halfling 10% Gnome 10% Tiefling 7% Kitsune 5% Goblin 3% Other Races 5%   Within Mismead, despite its surface, there is a growing discontent towards the monstrous races due to the 'Silver Blood' Sickness that has been plaguing the population of Chikage. Some believe that it is due to the disease brought in by 'uncivilised races' as such the inherent racism has made some fall through the cracks of society and end up in the darker ends of the city.

Territories

Bringleton - The fishing port to the north of the city has long since been absorbed geopolitically. While Bringleton self governs, it pays tithes towards Mismead and is in turn granted seats on the council.

Military

Mismead has introduced limited conscription of 2 years for all citizens that reach adulthood. (Details are decided by the cities council)   Of the professional army, there are 10000 in total.   The city has an elite unit of Wyvern Riders called the Wingguard.

Technological Level

Medieval - early industrial. Elements of Arcane Tech and cyberpunk in areas.

Religion

The city welcomes the teaching of the 10 pillars.   They also seem to have subsects of these religions as well as many that follow the native ancient religion of the Radiant ones.

Foreign Relations

Empire of Yumoa - Untrusting and worsening towards each other due to Yumoa's aggression. Yumoa has also made trade along the main roads difficult, imposing heavy levies and stationing more and more checkpoints that require increasingly difficult to acquire travel permits.   Kingdom of Chu'bao - The realtionship with the Kingdom of Chu'bao is neutral, while Mismead is unhappy about being used as a shield for its war with Yumoa, Chu'bao has attempted to uphold its agreements to Mismead in regards to trade. However, the roads out towards the kingdom are becoming increasingly unsafe, and Chu'bao's armies are slowly starting to prepare to march east.   The Sunlit City - The great holy land has had a longstanding relationship with Mismead on the basis of research of the Radiant ones. Even in this time of war, The Sunlit City still maintains strong ties to its independent neighbor.

Agriculture & Industry

Medieval society with some industrial elements. Very early steampunk at the tall end.

Trade & Transport

Trade is done via the Highway built 2000 years ago.

Education

Children are only educated for 3 years to be taught to read and write.    School can continue but is paid for privately.   Academy scholarships for gifted or special cases exist as well as religious schools.

The official Currency of Mismead is the Coford Standard coinage system, though many of the local populace and stores still use barter systems for transactions if both parties are satisfied.

Legislative Body
Laws are written into office by order of the council. The city has employed scribes and officials who have worked in public offices for years who review the wording of laws to ensure that the intended purpose of the law is met before writing it.  These officials have held these positions for a long time due to their skill.
Judicial Body
Mismead administers its justice based on a tiered system of crime. Small crimes are handled by a local Ordinator, an individual employed by the borough (often a lesser barrister) to settle disputes, adjudicate small trials and deliver sentences for such duties as well as the  required paperwork. Larger crimes are handled by a central tribunal who settle the larger legal disputes and administer justice to larger criminals.   At the highest level, where the  crime is against the state, the conclave is called to tribunal. This is a process that can take a long time to finish as it involves several months of preparation as multiple members from across the cities judiciary system are called upon to sit on these trials.
Executive Body
Laws are enforced by local garrisons deployed throughout the city. However, there are certain private militias that enforce laws on behalf of certain organizations outside the scope of Mismeads official channels.
