"Tsunemaug has long resided in Pervine Draconas, as he calls the crumbled fort that is his lair. until recent years the dragons activities has not provided a issue to The City, however, sources state the dragon has raised his banner as a warlord, taking in many of the tribes fleeing from the east.
Full scale rebuilding of the fortress has been confirmed and the creation of a city at its foundations for the workers.
His forces are currently insufficient to threaten The City however, several cities nearby have been attacked by fanatics emblazoned with his insignia, such attacks have focussed on places of learning and worship, especially where libraries are involved."

" It has long been known to The City Council that Tsunemaug resided in the ruins of an old fort beyond the Twilight woods,
However, previous investigation has found the dragon too far away to be a threat, inadequately armed to attack the city, but to be aware that it could disrupt trade should it wish to build its hoard.
Somewhere between the previous report and this investigation Tsunemaugs position has changed, the few goblin thralls it kept around have now become a sizeable city, and the ruins it previously lived in are largely rebuilt."
