When one feels affronted, insulted or treated unfairly, then residents of capital are of no qualms to throw down the glove so to speak.
Duels are typically non lethal, as harsh penalties are accorded to one who kills their opponnent in a duel of honour, ontop of it is seen as justifying the initial slight against your honour.
They are a 'here and now' affair, owing to the fiery, flash in the pan passions of the people of capital; thus it is rare that a future date will be agreed for a duel, one must be prepared to defend their honour at a moments notice.
except in duals between graduates of the university, all duels are non magical
History
when first introduced to capital it was seen as a barbaric practice and immediately outlawed by the church and Prince of the time, resulting in it becoming the here and now non lethal occurrence it is today, as if one party died or the duel was put of then the police could get involved.
This remained the case for decades, not until the head of the church made such a slight at the Prince that he had to defend his honour, but not before one of the fastest repeals of a law ever seen in Capital. the story tells that within an hour of the Clergyman insulting the Prince than the law had been repealed and he lay beaten on the floor.
Execution
The one who feels insulted will loudly declare the duel, it is then their opponent to accept or decline, declining is seen as cowardly and to be a sower of false truths.
Participants
a duel would require the two who are to duel, each to have a second, and for a neutral party to 'referee' the event.
The job of the seconds is to prepare any weapons, hold belongings during the dual, usual coats or bags, and then to attend their dualist after the dual getting them medical attention or a celebratory drink.
The referee is to check both parties weapons, outline a brief contract of fair-play usual no eye gouging or blows to the crotch, then to start and stop the dual, for which the seconds are expected to assist.
Observance
A duel of honour can take place near anywhere at anytime, it is not allowed on church property and some other civic buildings.
The navy has strict rules on who can duel who so as to not upset the ranks and hierarchy too much, for instance one may duel another naval personal one rank different to themselves, however it cannot be from refusal to follow an order or as a result of following an order, for these other punishment is metered out as it is disobedience not a personal slight
