The Erul-Khahen
The Erul-Khahen is the elected leader of the Eliomandrine Empire. They rule with the assistance of a Erul-Allamin for as long as they are the recognised successful leader, then they are replaced in another election.
All Erul able to hit a target with a bow while galloping on horseback are allowed to vote.
