The primarily nomadic people of the Erul Steppe have long followed a complex and traditional procedure for sharing the pastures among the tribes, though the increase in population in the past two centuries brought the system under increasing strain.   During late spring and summer, the north-western high plains provided the best grazing while the south was dry and hot; in winter, the southern and south-western plains lowlands were less affected by the cold weather coming from the northern ice-plains.  Each tribe was allotted an amount of summer and winter territory which changed every few years, though the system was complex, sometimes unclear, and often disagreements arose due to overcrowding.   The previous difficulties and disputes were resolved after the Breaking of the Pact by sending out twelve tribes (the Tavioscendari) to take over a wide highland corridor between the Gates of Gol and the city of Taormun (the 'An-Erul Mashieck').  Twelve other tribes (the Oshiondari) were granted a portion of the city of Taormun itself as well as the surrounding countryside.
