The Issian Empire
Powerhouse
Structure
The Issian Empire has an odd class system. It is split up into three main groups, the Old Nobility, the New Nobility and the Citizenry. The Old Nobility are the noble houses that originate from the empire’s original conquests, when it was still known as the Issian Kingdom and all priests of the Imperial Pantheon. The New Nobility are all noble houses from other Imperial Holdings and every noble house that has been established since then. The Citizenry are all ordinary citizens in the Empire, including peasants and all priests of other tolerated religions. The Old Nobility is exempt from paying taxes and has the right to be named to the Small Council (31 members) or the Great Council (900 members). They can also be named as the Emperor’s advisers and can occupy higher political and military ranks. The New Nobility are not exempt from taxes, but they can be members of the Great Council and can occupy higher political and military ranks. The Citizenry can be named into the Public Council (1200 members), they pay taxes and cannot occupy higher political or military ranks. They can be raised into the ranks of the New Nobility through a variety of ways, for example by distinguishing themselves in the military, by marrying into a noble house, by attaining knighthood or by unspecified decree from a house of the Old Nobility. The peasants are personally free, but most rent their land from a noble and do not own it.
