Mayors or leaders of towns/cities can be elected to join the Kutzca council.

Each town has its own culture and identity.

North: lumber Central: crops and live stock Coastal: imports, exports, fishing  South: metals and ores

History

Founded in 560 as a trade network, soon become a "country" for border reasons

Demography and Population

Northern lands: low population but high production of lumber Central: largest land area, medium population. Clusters of towns and cities and forts Coast: high pop and high levels of immigration and traveling here Southern: densely populated mountain cities

All the Kutzca land is divided up by city state

Military

Generally, there is not military presence. That is because of the high economic output. If war were declared on any part of Kutzca, trade with that country stops completely.

Technological Level

Low fantasy, feudal medieval

Religion

No state religion. Forgotten realms gods

Laws

The law changes per situation. Punishment for forms of stealing are often working off debts, for example.

Education

Small towns such as in the north learn from their community. Bigger cities have uniform education. Some go without any formal education at all.
