Council of Elders
In Shouyen there is a Council of Elders that serves as a check to the Monarchy. The 9 Elder elves who are on this council are voted in and represent the following Agriculture, The Arts, Military, The Citizens, Trade, Technology, History & the Arcane Arts, Nature, Highborne. Each decision by the Monarchy can be overturned by a simple majority in the Council at which point if the crown wishes to reinstate that policy they must put it to a vote from the populist in each major Elven City.
