Treaty of Nova Caelum

Preamble

We, the representatives of the peoples of Caelum Prime, gathered together in solemn assembly following the devastation of the War of Two Suns, recognizing the shared trauma of our world and the need for enduring peace,

Affirm our shared responsibility to preserve life, justice, and the integrity of our world,

Declare that never again shall the errors of hatred, supremacy, and unchecked power imperil the fate of all who dwell beneath the stars,

And therefore, we commit ourselves to this treaty, which shall henceforth be known as The Treaty of Nova Caelum.

Article I: Cessation of Hostilities

All armed conflict and military aggression between signatory nations shall cease upon the signing of this Treaty. Belligerent actions taken thereafter will be considered in violation of this agreement and subject to judgment under the Cosmic Tribunal.

Article II: Disarmament and Weapons Limitations

1. The development, stockpiling, or deployment of nuclear weaponry is prohibited under all circumstances.
2. All existing nuclear weapons must be dismantled within one cycle (1 year) of ratification.
3. Use of arcane mass-destruction spells or divine ordnance shall be classified similarly.

Article III: Formation of the Cosmic Concordance

1. The Cosmic Concordance is hereby established as a sovereign body.
2. Each member nation shall appoint a delegate to the Concordance Council.
3. The Concordance shall be empowered to mediate disputes, coordinate peacekeeping efforts, oversee disarmament compliance, regulate intercontinental trade, and preserve planetary harmony.

Article IV: Sovereignty and Non-Interference

No member nation shall intervene militarily, economically, or spiritually in the domestic affairs of another member without express sanction by the Concordance. Sovereignty shall be respected as sacred.

Article V: War Crimes and the Cosmic Tribunal

1. A permanent Cosmic Tribunal shall be convened to investigate and prosecute war crimes committed during the War of Two Suns.
2. High command individuals found guilty shall face sentencing in accordance with Concordant Law.
3. Conditional amnesty is granted to lower-ranking soldiers, defectors, and civilians coerced into military actions, unless evidence of egregious violations is found.

Article VI: Concordant Governance and Enforcement

1. The Concordance may authorize the Lucent Guard—a neutral peacekeeping force—to intervene in matters of treaty enforcement, humanitarian aid, or regional crisis.
2. Rulings issued by the Concordance are final. Appeals may be heard, but defiance of the Council’s decision constitutes breach of treaty.

Article VII: Caveats and Limitations

1. Non-signatory nations are not bound by this treaty unless they enter voluntarily.

2. Surveillance operations conducted by the Concordance must be authorized during declared emergencies.
3. A Sundering Clause permits treaty dissolution if three-quarters of founding signatories agree that a member has fundamentally betrayed the principles herein.

Article VIII: Term and Review

This Treaty shall remain in effect in perpetuity.

A global review shall be held every fifty (50) years, during which clauses may be amended, repealed, or expanded upon, provided two-thirds majority approval is reached.
