Treaty of Nova Caelum
Purpose
To formally end The War of Two Suns: Second World War and prevent further wars and tensions between the various countries. This treaty establishes the Cosmic Concordance, a body consisting of representatives of all nations, and tasked with mediating and maintaining harmony on Caelum Prime.
Document Structure
Clauses
- Cessation of Hostilities: All active conflicts between Nation are to cease immediately upon the authoring of this document.
- Disarmament Limitations: Use of nuclear weaponry is banned under all circumstances.
- Formation of the Cosmic Concordance: A unified body with jurisdiction over global security, peacekeeping, and economic matters.
- Sovereignty Safeguard: No member state may infringe on the sovereignty of another.
- War Crimes Tribunal: War Crimes Tribunal: Establishment of the Cosmic Tribunal to investigate atrocities committed during the War of Two Suns.
- Amnesty Provision: Offers conditional amnesty to defectors and non-command military personnel on all sides, excluding high command war criminals.
Caveats
Non-signatory nations are not bound by the treaty unless they voluntarily join.
Cosmic Concordance rulings may be appealed but not defied. Repeated defiance leads to embargo or intervention.
Surveillance by the Concordance is permitted only in times of crises.
The treaty permits a Sundering Clause. With this clause, a three-quarters majority can dissolve the treaty in the event of a betrayal by one of the founding nations.
Publication Status
Public. It is avaible in national archives and at the Concordance library. Though, the Concordance reserves the right to classify any new or modified clauses for security reasons.
Legal status
It's legally binding for all members. It supersedes all prior national treaties of war conduct. Cosmic Concordance arbiters and peacekeeping forces (the Lucent Guard) enforce the treaty.
Historical Details
Background
The War of Two Suns had devastated three continents and was on its way devestating the rest of Caelum Prime. Secret negotiations began during the Battle of Telver Ridge during some intense nuclear fighting, leading to the first drafts of the treaty.

2 Harvestide 1945 IE: Draft completed at the Vatican on Eternal Island.
23 Harvestide 1945 IE: Cosmic Concordance charter added.
17 Frostember 1945 IE: Ratified at the Vatican.
1975 IE: Amendment added banning nuclear munitions.
Public Reaction
Mixed, by generally hopeful. It is celebrated in Zavartia for ending hostilities, but is mistrusted by ultranationalist factions and isolationists.
Legacy
The Treaty is widely taught as the turning point that birthed a new era of cooperation and diplomacy.
Its language and symbology appear in memorials, peace festivals, and artistic tributes.
Term
Perpetual. Though it is routinely review by the council of the member nations and Concordance arbiters, at least until the Sundering Clause was invoked in 2950 WAR after The Cinder War: A World Shattered: Fourth World War.
