From harsh penalties for unjustified killing to planetwide surveillance and rigorous weapon tracking, the K’laisians maintain order through precision and technological discipline. Their cultural customs—greetings, titles, military honors, and systems of protection—reinforce a civilization that values structure, respect, and duty.


Legal Principles

Cold-Blooded Murder

Killing in cold blood, without just reason, is considered an incurable mental illness.
If found guilty after a thorough investigation and healer evaluation, the offender is executed.

The common K’laisian saying reflects this philosophy:
“Why murder in cold blood when you can kill someone in an official Duel?”

Surveillance & Evidence Systems

K’lais maintains a nearly omnipresent visual record of life on the planet.

  • Cameras are everywhere and always recording.
  • Private spaces (bedrooms, restrooms) are usually camera-free, but citizens may install them if desired.
  • Footage is admissible as evidence in trials involving violent crime, weapon discharge, or disputes.

Weapons, Tracking & Control

Military-Built Weapons

All pistols, rifles, cannons, and grenades—military, civilian, and police—are constructed by military armories and registered through the Military Subnet Datasource.

Energy-Round Tracking

Because weapons fire energy projectiles:

  • Every shot generates metadata.
  • Each discharge logs owner, location, and timestamp directly to the Datasource.
  • For training, weapons are temporarily fitted with chips that alter the energy type and register shots as “practice fire.”

Weapons can be remotely deactivated if a crime is detected.


Government & Hierarchy

The High Council

Planet-wide political authority. Members are simply called Council Members.

Governors

Each city is overseen by a Governor, who:

  • Manages local governance
  • Breaks ties within the High Council
  • Acts as final arbiter during municipal disputes

Titles of Distinction

  • Bures’a / Bures’o
    – Equivalent to Lady and Lord
  • “Son/Daughter of <name>”
    – An old but prestigious honorific
    – Reserved for those who have performed great service for the world
    – Primarily used by military personnel

Low Deep Bows

A gesture of deep respect, given only to highly distinguished individuals. Typically high-ranking or retired military figures.


The Watch List

The Watch List is a quiet, sacred element of K’laisian culture. beings are added for exceptional service to the world, sometimes resulting in:

  • The protection extending across generations
  • The military quietly removing harmful influences from their lives
  • Travel rerouted or inconvenienced to prevent danger
  • Subtle interventions ensuring safety without the individual ever knowing

Families on the list are guarded for life unless they commit crimes that revoke the honor.


Military Structures & Forces

Excessive Force Police (EFP)

A specialized paramilitary police division designed to handle violent threats.

Leadership:

  • Captain Hor’loc
    – Pureblood K’laisian
    – Grizzled face, heavy silver brows
    – Known for uncompromising discipline

Equipment:

  • Tactical jumpsuits with reinforced shielding
  • Helmets with augmented visors
  • Short-form repeating rifles (standard military pattern)
  • Integrated volt-grenade launchers, each holding four two-inch missiles

They are deployed only when extreme force is required to contain a situation safely and decisively.

Military Symbol

Large, sleek quadrupeds with metallic-sheened fur, tufted ears, and powerful digitigrade legs.

Extremely territorial, fiercely loyal, and known for hunting in coordinated pairs, the cats are the perfect symbol for K’laisian military unity.

Greetings

A traditional greeting involves gripping each other’s left shoulders, symbolizing trust and respect.

Network Dependency

Nearly everything is connected to the planetary network.
Only a few devices or systems remain offnet, typically belonging to:

  • Military installations
  • Former military personnel with clearance
  • Sensitive governmental departments

Technology of Note

Clone Gun / Duplicator Gun

  • Larger and blockier than a standard service pistol
  • Angular design with sharp edges
  • Used for duplication-based tasks rather than typical combat roles

Mequrokrome

A medical compound similar to Mercurochrome but far more potent.

  • Heals injuries almost instantly
  • Outlawed a decade before the events of Scales of Injustice due to misuse and dangerous side effects

HAVs (Hovercraft Vehicles)

Common civilian and military transport hovering a short distance above ground, capable of high maneuverability in urban and desert environments.

Holcrom Cards (“Chips”)

  • Lightweight transparent fiberglass
  • Look similar to human poker chips
  • Used to securely transfer data offnet
  • Preferred by military and intelligence operatives
