The High Drakon
The high Drakon are the theocratic order that governs Halaxia, sitting as a separate religious body from the Churches that you might find in other parts of The Maelstrom Nations. They recruit promising members of other churches and faiths to become part of Halaxia's ruling body with offers of greater power and to learn the true secrets of divinity through membership.
To the uninitiated, they offer a way to better understand your deity's will, promising access to secrets most churches have lost or buried. Once a member, there are labyrinthine subsects within the High Drakon, and progression through them requires initiation into the deeper secrets they promise, making greater and more binding vows to both the High Drakon and the true aspects of the initiate's faith.
