Leader/Founder

Captain Solomon Yarrow is a sailor of many years experience and a respected ship's captain. He is known for having and uncanny ability to read the wind and waves and earning the respect of every crew that sails under him. Recently he has started a campaign to bring the disparate pirate crews which plague the region under his firm grasp, and forge them into a cohesive pirate nation.  

Mandate

Captain Yarrow has envisioned a code as it were that all the Captains that sail under his new flag must abide by. He says it is as much for their own protection as it is to enforce a certain type of behaviour. Some of its main features include: honouring a surrender, not attacking one's own, rules on the sharing of loot, no indiscriminate violence etc. Some Captains still chafe under these new rulings but Yarrow didn't get to be one the most feared Pirates on the high seas by allowing challenges to his dominance.  

Hierarchy

Each Ship's Captain, as long as they adhere to the Code, has free reign over their own ship and crew, and run their ships as they see fit. Crew are obliged to follow their Captains orders as long as they sail with them, however individual sailors are free to move ship and sail under a different captain if they want, without any retribution from the old captain. Whilst Yarrow has set himself up as the defacto leader of this burgeoning nation, he knows that he needs the support of certain of the more powerful captains, and has included them in a sort of central governance. Though for the bigger decisions every ships capatin within the nation has a vote.  

Public Perception

Public opinion differs regarding this new power which is beginning to grow in their midst. While most folk think that piracy in any form is bad, the majority of them agree that they are better than marauders, who follow no code and are known for acts of horrendous violence. Rich Merchants and the few Imperial vessels that sail the isles are the biggest proponents of seeing this new power wiped from the face of the map. For those folk who are simply trying to survive as best they can, the pirates mostly pose no threat, this is probably because they have nothing worth stealing.
