On Earth, Arcanurgy heavily depends on the Ancients—and since most of them are located in cities, this leaves rural areas with low access to magic. To alleviate the issue, tuning rods are placed in towns that are too far away from any of the Statues, and act like a sort of repeater for the arcane energy radiated by the Ancients. However, tuning rods quickly fall out of tune after about six months, so it's the job of a tuner to retune the rods and ready them for use once again.  

Terms of contract and duties

Tuners are usually hired directly by mayors, although they can be hired by a private person that has a private tuning rod. When that happens, they travel to the town where they are needed and modify the arcanurgic inscription engraved on the rod to retune it again to the closest Statue.   In the past, tuners were wandering people who simply travelled around the country, which means that many towns could spend months with an untuned rod until the tuner's next visit. However, with the introduction of systems like the Omar Telegraph, towns can more easily contact tuning centers to request a tuner. This, as well as the recent recognition of the job by the International League of Arcanurgists (which comes with higher salaries and benefits for licensed tuners), has favored a rennaissance of this occupation. It is, however, a very complex task that can easily destroy the rod if the tuner isn't careful, so towns without arcane power are still quite common.
