The Emissaries
The Mesitori rule over Bel'Zanar with an iron-fist, extracting tribute from other worlds and demanding a tithe from all who travel via it. They are never seen by the general populace, residing within the immense Babel Tower at the heart of the sprawling otherworldly cosmopolis. Yet, their presence is undeniable and for those who believe themselves beyond their reach place themselves in great peril for many are the agents of the Mesitori. They have eyes and ears everywhere, from the mundane to the esoteric.
And perhaps greatest of their weapons are the Emissaries.
Clad in baroque armour and ragged cloaks, their faces hidden by strange masked visages the Emissaries are the eyes and ears of the Mesitori. They speak with the authority of their shadowy masters on matters of trade, they travel to other worlds to ensure tithes are paid. And they eliminate those who dare challenge the masters of Bel'Zanar. The Emissaries are not subtle when ordered to be wrathful and they wield a terrible power that few can withstand.
Though they are mostly similar in appearance the Emissaries are individual beings, each wielding their terrifying powers in different ways. In spite of this, they are only ever addressed as Emissary and only ever encountered individually, often leading the feared Templars; the elite Mesitorian shock troops. Still, even a lone Emissary is enough to overwhelm most foes and to date, none of them have ever been slain.
The Resistance, those brave fools who seek to undermine the regime of the Mesitori and ends it corruptive influences on all worlds, live in fear of the Emissaries. For while they may count potent beings amongst their numbers, none can challenge an Emissary head on.
An Emissary is, perhaps, the greatest peril any enemy of the Mesitori may face.
