Elaennon, the City of Gears and Magic

Elaennon, formerly Ruvinnia, now known as the City of Gears and Magic, is the republic city ruled by a council of 100 mages. The Northern Quadrant City is a powerhouse of magitech innovation which has been churning out new technologies and spells for the last 30 years. This is reflected in it’s extremely busy skyline: numerous towers covered in all sorts of magical contraptions, cogs, wheels, atlasrs, jutting crystals, and other such adornments are strewn throughout the city. Every aspiring magical caster of all types come to Elaennon to hone and study their magics, to perfect their craft, and to experience and help lead the city's drive for new and exciting technology.  

Layout

The city is split into Four Quarters: The Merchant Quarter, the Tower Quarter, the Sin Quarter and the Resident’s Quarter, named aptly for each of Services they employ. The major characteristic of all of the quarters are the massive towers that dot the city-scape, housing the city's many residents  

Populace

Elaennon is a multicultural trade hub city that attracts people from all over. In it’s last official census, there was a total headcount of 1.4 million people. There are many ancestral and ethnic bastions within the city, each with it’s own peculiarities. These social and cultural groups carve their own niches in the Resident's Quarter. Some of the more well known ones are Little Villagia, home to the city's Wood Elves, who weave trees delicately through the residential towers, and Steamer's Row, a halfling neighborhood known for it's dazzling array of vendor carts.  

Government

The city is governed by the Council of Sages, a group of 100 of the most powerful magic casters in the city, affirmed by a sponsorship by a current member, passing an entrance exam, as well as taking a magical trial that affirms their power. All of the 100 people in the council have equal voting power, and can be deposed either through voluntary deposition or through a challenge by another mage not in the council. Led by The Council elects an independent body of non-magical citizens as judges to both enforce and gauge the fairness of the laws on non-magical citizens. This independent body is known as the Justice, and their enforcement arm are known as the Justicars.
