Only Orcs.
That is the way of things with the Spear. No outsiders. Only those who have bled for generations into this soil understand the way to protect it and have the honour to do so. All the other races only see a place to be exploited, explored and consumed, because they are weak. Because, they do not have the Az'tratha to survive. Orcs do. The Order of the Spear is a large military style organization which maintains the safety of the Barrens. They man way stations on know roads and trails. They lead expeditions. They investigate crimes and they rescue those who loose their way. They are respected among-st the Barren's citizens, because they do all of this without pay.
Each volunteer has joined the Order for Life, and each one does not need the amenities of civilization to live. So, they can not be bribed, even though people have given them gifts. They can not be blackmailed, because they have given up familial ties. And, they are all Orcs. The buildings they work in are detonated to them. The clothes they wear are made by their own hands. At any moment, each and every member of the Spear could step into Aut'tep'ko and vanish.

Structure
The Order of the Spear is organized as a typical policing force.
The lowest rank of H'koyari have the responsibility of primary investigation of crimes, acting as trail guides for travels, or search and rescue. This first rank are trained primarily in nature craft and investigation. There are some 4000 H'Koyari in service.
The next rank of X'ston have the responsibility of supervising teams of H'koyari, secondary investigations and acting as liaisons between local governments and the Order. They may initiate, end or transfer investigations and assignments of the H'koyari. There are some 2000 X'ston in service.
The third rank of An'gon a highly trained specialists. They are deployed at the request of X'ston or at the direction of the Ara'bir. There are some 1000 An'gon in service. They often work in small tactical units until their specific task is completed.
The last policing rank of the Spear is the Ara'bir. These 500 Orcs mange the entirety of the Order of the Spear, and represent the last rank that any civilian will like ever meet. These ranks represent the Tip, and not the Hand.

This second section maintains an intentional veil of mystery and misdirection about it as a defense against those who would corrupt its purpose and its members. The Hand of the Order of the Spear has taught harsh lessons through history and has learnt from them. The greater the distance the hand is from the tip, the better.

Officially, the Spear's members have only what they can carry. One Orc. One Back. In reality many local governments donate food, shelter and infrastructure to the Spear. Rarely, do the Spear's request for support go unfulfilled.
History
The Order of the Spear is not the first organization to police and protect the Barrens of Aut'tep'ko. It's predecessors failed in their duties due to the typical vices of the people that ran them. Lust for power. Lust for revenge. Betrayal. Love. All of these vices ultimately caused the end of the Spear's progenitors.
The Spear began as a cleansing of its immediate predecessor. Orcs who where no longer content to let other races manipulate policy to their advantage and the disadvantage of the Barrens, acted and killed those who no longer were fit. The Paragons did not interfere in this matter as they saw that the nascent Order of the Spear as part of Her Glory and Will. The transition took three week of bloodshed and struggle with the end result being formal acknowledgement by the Paragons of the Order of the Spear as the civil authority for the region of Aut'tep'ko. They have since that day successfully protected the citizens of the Realm from the dangers of the Barrens, while also protecting the Barrens from the more divergent citizens and other disasters.
