Drakkar the Undying

She is wreathed in black, dancing flames. Tenebrous embers spark from her outstretched, decayed fingers. Her right hand is not hers - the skin is sickly green, with ghastly exposed bone and jagged nails. A grisly bracelet of stitches circles her wrist, attaching the Hand of Vecna to her once mortal body. She curls those wicked fingers and the stupidly intrepid heroes before her scream in pain. She laughs, a horrible sound, wet and demonic, and her smile drips with bone-chilling joy.
  "Foolish little mortals," she croons, gazing down upon the elven warriors who have dared to intrude upon her fortress, poke at her with their flimsy swords and call on their incompetent magic. "You will fall, just like those before you. I will tear you limb from limb. I will gorge myself on your insides. I will spear your lifeless bodies atop the fortress walls for all to see."
  She gazes upon them with eyes that gleam with madness. The socket of one is bloodied and torn, and the eye within is not her own. The dark pupil darts about, containing nebulas and torturous horrors within. It settles on the heroes with a horrifying finality. Drakkar grins. Her teeth are jagged and inhuman. All shreds of mortality were stripped away decades ago. What is left is an undying queen, who clicks her fingers and howls with laughter as the elves before her rupture in a glorious shower of blood, brains and gore.
 

Rise to Power

  Some say that Drakkar was a prodigious mage who weaved magic as easily as the gods, whose thirst for power outgrew the realms of what she had been taught and extended into the dark arts. Others say that she was a demigod, cast down from the Celestial Plane for abhorrent crimes unknown. Some claim she was the avatar of Vecna himself, the lich god, come to lay waste to the mortal plane he abandoned when he rose to godhood. Whatever her origins, Drakkar rose to power in -1293 FR with an undead army summoned from the earth of battlefields long since forgotten and began her domination of Faerûn.  

Reldomaar, or the Reign of Terror

Oblandomaar, or the End of Terror

  Unwilling to live under the reign of a tyrannical lich queen no longer, the people of Faerûn amassed and led an assault against Ebonheart. Led by the warrior elves of the south, they marched on the fortress, planning to take the bridge, storm the throne room and destroy her through whatever means necessary. It was dawn when the battle began, although the sky in Drakkar's domain was ever dark and tempestuous. The casualties were enormous as Drakkar's undead legion was slain and raised over and over again, decaying flesh stitching back together and gripping tighter on rusting blades. The victor was apparent. Drakkar's magic was simply too powerful, her army too overwhelming, her attackers unprepared in the face of unimaginable evil.   In the heat of the siege, a golden warrior walked across the battle field. Their armour was intricate, emitting a faint resplendent light, a spear strapped to their back, a helmet covering the visage of this unknown warrior. The undead hissed and flinched as they passed, and those who dared to leap forward and attack were cut down with a wickedly sharp sword of that same golden metal. This mysterious warrior, who came to be known as Feyndomaar, or the Slayer of Terror, strode into the throne room where Drakkar was seated on her obsidian throne, the corpses of fallen warriors strewn about her. The two fought, golden sword parrying blasts of magical energy, Drakkar's black flames scorching the ornate armour, the blade catching decaying skin which oozed brackish blood. Ultimately, Feyndomaar plunged their spear into Drakkar's heart. She screamed, a horrifying sound which was heard all across the world, which momentarily stopped all the warriors in their fruitless attacks, which released a burst of magical energy which shook the earth and killed Feyndomaar where they stood. Although not dead, the lich queen had been finally defeated.  

Imprisoned but Undying

  To this day, Drakkar's skeletal remains are still pinned to the floor of the old throne room in Ebonheart. Her sickly black heart still oozes brackish blood, pierced by the spear that Feyndomaar wielded. Her skeletal arm still bears the Hand of Vecna, untarnished by the years, still clutching at the spear in frozen pain. The Eye of Vecna rests in the socket of her skull. Although it has been centuries, her dark magic still tarnishes the lower levels of Castle Ebonheart. Her undead are said to still roam that wing of the castle which has been carefully sealed off. It is also said that only the worthy are able to pry Feyndomaar, the golden spear, free from the ground.

The lich is an 18th-level spellcaster. Its spellcasting ability is Intelligence (spell save DC 20, 1d20+12 to hit with spell attacks). The lich has the following wizard spells prepared:
Cantrips (at will): mage hand, prestidigitation, ray of frost
1st level (4 slots): detect magic, magic missile, shield, thunderwave
2nd level (3 slots): detect thoughts, invisibility, Melf's acid arrow, mirror image
3rd level (3 slots): animate dead, counterspell, dispel magic, fireball
4th level (3 slots): blight, dimension door
5th level (3 slots): cloudkill, scrying
6th level (1 slot): disintegrate, globe of invulnerability
7th level (1 slot): finger of death, plane shift
8th level (1 slot): dominate monster, power word stun
9th level (1 slot): power word kill


Legendary Resistance (3/Day). If the lich fails a saving throw, it can choose to succeed instead.
Rejuvenation. If it has a phylactery, a destroyed lich gains a new body in 1d10 days, regaining all its hit points and becoming active again. The new body appears within 5 feet of the phylactery.
Turn Resistance. The lich has advantage on saving throws against any effect that turns undead.


Actions

Paralyzing Touch. Melee Spell Attack: +12 to hit, reach 5 ft., one creature. Hit: 10 ( 3d6 ) cold damage. The target must succeed on a DC 18 Constitution saving throw or be paralyzed for 1 minute. The target can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.


 

Legendary Actions

Lich can take 3 legendary actions, choosing from the options below. Only one legendary action can be used at a time and only at the end of another creature's turn. Lich regains spent legendary actions at the start of its turn.
Cantrip. The lich casts a cantrip.
Paralyzing Touch (Costs 2 Actions).The lich uses its Paralyzing Touch.
Frightening Gaze (Costs 2 Actions).The lich fixes its gaze on one creature it can see within 10 feet of it. The target must succeed on a DC 18 Wisdom saving throw against this magic or become frightened for 1 minute. The frightened target can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a target's saving throw is successful or the effect ends for it, the target is immune to the lich's gaze for the next 24 hours.
Disrupt Life (Costs 3 Actions). Each non-undead creature within 20 feet of the lich must make a DC 18 Constitution saving throw against this magic, taking 21 (6d6) necrotic damage on a failed save, or half as much damage on a successful one.
