Homorah is a democratic country taking up the majority of the lower western area of aterand, neighbouring Riragor and Argidor, with dwarves from Durinak regularly roaming the land. The elves of R'Hai'Or are more secretive. Homorah is mostly hilly plains, the only forest being R'Hai'Or, which no man enters.
The Human-Elf relations of Homorah are not the best, since the War for R'Hai'Or, which the elves won due to their forest prowess
