Piracy, just like banditry, has been a common sight for all civilizations of the Milky Way, no matter the technological level or beliefs.
As such, when a civilization becomes truly multi-planetary, pirates obtain a bigger and vulnerable playing field.
Over time, this pattern was repeated multiple times to eventually give birth to Space Piracy officially. In the beginning years of Space Piracy, prior to it being recognized officially, most pirate groups were small and scavenged The Golden Age of Space Piracy
