The joint rulers of a Galactic Superpower
In one year they'll say the President is as powerful as a mouse, a year later it is the Emperor who is the mouse. Perhaps Secret Intelligence should employ a cat.
Leadership of the 4th Imperial Republic of Jerace falls to the Emperor of Jerace and the Imperial President. Collectively, they are known as the Imperial Diarchs, and hold supreme power over the Republic. The two roles exist in a delicate and often volatile system, with the power of either figure waning or rising within a cutthroat political structure. Both President and Emperor officially share residency of The Imperial Palace. However, many Presidents have been known to employ alternative arrangements, usually at the Delacomarta Manor.
While the role of Diarch arose with the 1st Imperial Republic, with inagural Emperor Manevich seeking legitimacy through limited Democracy, the 1st Imperial Diarachy was overwhelmingly slanted in power towards the Emperor. For the most part, the role of Imperial President was relegated to the position of chief advisor to the Emperor, with the sole responsibility of controlling the Imperial Parliament, which itself held limited power.
It wouldn't be until the formation of the 2nd Imperial Republic that the Imperial President would gain real power. With the failures of successive Emperors well known to the new Republic, the role of the President was expanded to provide a real check on the Emperor's power. Most importantly, the President gained the power to veto the Emperor, instantly causing a radical power shift. Ever since, and across three separate Imperial Republics, the Diarchs have been locked in a constant battle, seeking power over the other.
Today, Freya Victer serves as Empress of Jerace, while Sergei Goroza has recently been elected Imperial President. Goroza is something of an unknown quality for the Republic, young and popular, but without the established power base of previous Presidents. Meanwhile, Victer has continued her family's long dominance over Jerace, soon to enter her second decade of rule. The stage seems set for yet another conflict amongst Diarchs, with the future of the Republic at constant stake.

Emperor of Jerace
The Emperor or Empress of Jerace is usually perceived as the senior partner of the Diarchy, or at the very least, its face. By convention, they are responsible for foreign policy, a custom that has caused its fair share of conflict, both abroad and domestically. Nevertheless, it is a rare Emperor who ignores domestic policy, even if they allow the Imperial President to take centre stage. Freya Victer has entered her nineteenth year of rule, though her once strong grip on power is loosening, especially with an upstart youngster now her equal.
Imperial President
The role of Imperial President has always been synonymous with leadership of the Imperial Parliament. As such, the President is usually laser-focused on domestic policy, leaving foreign affairs to the Emperor. It is the authority the President holds over the Parliament, which almost perfectly correlates with their power as Diarch, especially over the Emperor. Sergei Goroza currently serves as Imperial President. Early into his administration, his power remains to be seen. Widely viewed as a radical, his base of support is small but deeply passionate.

To the dual leaders of our Republic, we give our endless loyalty. Ever devoted towards excellence, their union of power ensures our dominance. Our internal conflicts are fought between the pair in moments, never battled between a thousand disparate and untrustworthy politicians we will never meet, over the course of months or years. Never has a more superior form of government been found, nor can it. The Diarchy is supreme in every aspect, and no amount of sabotage from foreign adversaries shall ever topple it fully.
