Haemar
Haemar was a powerful and respected member of The Strasan Resistance who launched a so-called "Super Soldier" initiative in the Strasan underground. Instructing his followers to recruit or abduct potential candidates, he ran a series of experiments on these living subjects that resulted in innumerable deaths and approximately a dozen superhuman survivors.
So numerous were the casualties of Haemar's misguided efforts that he and his people struck a deal with the nearby necromancer colony of Osvaros to dispose of the humanoid remains.
Haemar's operation (and eventually his life) would be ended by one of its survivors, leaving the resistance to find more humane ways of amassing the military might needed to one day wrest control of the city from the Empire.
