Part of the Beveritan League, the Noeri live in the northernmost lands, bordering Krin and Gernian tribes, In the lands of the cities of Bagacum, Fanum Martis, and Gemimniacum.
This nation is governed through a republic, by a zealous and pious man known as Boduognatus.
The Noeri are known for being extreme in their ways. They live on a very strict code of conduit, the Code of Noer, which makes them forfeit most luxuries and despise any type of commerce. Thus, they live in a community way.
Their Warriors are known for being fearless and unrelenting, capable of continuing against the face of danger for large amounts of time. That and when the summons are made, their armies swarm the battlefield, making them a respectable force.
Even with their codes and laws, Noeri are still barbaric, with an oral education system, making most of it's denizens illiterate.
They have the particularity of producing excellent skalds, or savage bards. These performers master the art of the horn blowing and are known to bolster the zealous warriors morale to impressive heights. Thus, they act as the main motivators in the Beveritan League's armies.

Bagacum
Located at the top of a hill, the city of Bagacum serves as the central government for the Republic of Noer. It's a simple (but vast) city, with several layers of wooden palisades and wooden watchtowers to serve as defence against outside forces. The city's innards are made of wide dirt road streets.
Since the Noeri are skilled skalds, Bagacum serves as a converging place for students of the art, with the city boasting contests of music and strength through many of it's commons halls.
Bagacum is where the seat of power is and the ancient castle of bagacum, located on the northeast city wall, on top of a hill, is where the nobles (and the nation's leader) discuss politics. The castle is a crude stone building, filled with runes carved into it. it's vicinity is filled with menhirs carved with runes, that if needed detonate on invaders.
