Elemental Refinement
After observing the elemental fusion in Yumon and studying the creation of perfect elements, scientists in Wish pushed their studies even further. Through countless experiments and the study of magical energy, they came up with a possible formula that would enable the refinement of the elements into something more powerful. However, the process proved to be more difficult and dangerous than the scientists originally anticipated. Thanks to this, experiments involving the creation of artificial lifeforms to be vessels for these refined elements began. In order to keep the new element stable, they needed to create new elementals as well, so the process is very involved. The only element to be successfully refined and implemented thus far is ice.
Access & Availability
The knowledge of these experiments are largely kept a secret. It is well known that elemental research and experimentation is done in Wish, but no one is really aware of what exactly that entails. For the most part, it's believed that Wish is looking to advance the understanding and practical application of magic as well as continue explore what it has to offer. Even within the city of Wish, those involved with the project never talk about the specifics of the project. Though Altriel and Laevina have put pressure on them in the past to release statements on the experiments, very little has been revealed.
Complexity
The process of these experiments are long and complicated. It takes time to develop the refined element and keep its energy stable and in tact. At the same time they need to create a vessel for it, and creating life specifically attuned to this previously nonexistent element was more difficult than they anticipated.
Discovery
The elemental refinement breakthrough was initially made by Dr. Robert Eldrige. However, after his passing his daughter, Dr. Nora Eldrige, continued in his stead and was the one heading the creation of artificial lifeforms.
