Guard Points
At various points in the city there are Guard points these act as major relay stations of information and are set up as places to send information to and out of other guard points. They are placed every couple miles or so in the ring of the first tier and every mile in the second tier. The guard post in the second tier can also teleport guards to the other guard post in the second tier except for a select few which have not had the magic installed yet.
Information in the way of reports can be send via a sending stone board installed in every guard point.
The actual structures are just simple watch towers and there are none in the box tier since there aren't any citizens there.
