The Orphanage - Syndicate
Emi Kjeldsberg runs The Orphanage as a means of recruiting. They test the kids skills and are raising pickpockets, messengers etc. under the ruse of giving them life skills and trades. Some busk, some apprentice to people around the city. Emi decides what skills could be profitable and puts the kids into training which matches their natural tendencies. The kids are all loyal to the Orphanage. Many people work for the Orphanage or raise funds for them as part of their "good deeds". Donations are often used as a way to launder money. And the kids have eyes everywhere. When questioned they live at the Orphanage. But also either love that life and don’t want to be adopted. Or if adopted, Emi places them with a useful family so the Orphanage has an in/seemingly innocuous spy.
