Baronet
This is a title given or bought by a knight to allow them to oversee the military of a city as mayor in times of war or crisis. Sometimes they are only the military command of the city guard, and not the civilian portions it all depends on their orders and the situation.
There is another version of a Baronet, a hereditary title in many kingdoms. It ranks below a Baron and above a Knight. They raise, train, and provide troops for the king's service. They are entitled to use the prefix "Sir", and are not a member of the peerage and don't sit in the House of Lords.
Baronets often played a role in the local administration, and especially in maintaining order--serving as judges, sheriffs, and other local officials. They provided hospitality to travelers, supported the church, etc, and were crucial to the functioning of medieval society.
