Purpose
The commanders intent is used to ensure all the different units have a unified goal when they conduct their local and international operations. As new commanders take charge of S.P.I.K.E. a new commanders intent is drafted and released.

Publication Status
The commanders intent is available to all units in S.P.I.K.E. If the document is released to the public, by accident or on purpose, the information technologies department deletes the unauthorized release.
Legal status
Those who are members of S.P.I.K.E. are bound by rules and regulations to integrate the commanders intent into their regulations and operational planning.
Historical Details
Background
The commanders intent was first developed informally when the first group of S.P.I.K.E. was founded. The first Commander, Raffy Arian, drafted a simple creed that all members of his team was to follow during their prolonged covert operations. This code of conduct, which is currently framed at the S.P.I.K.E. Command headquarters, is still used as a framework for future commanders intents drafted.
Term
A commanders intent last as long as the current Commander of S.P.I.K.E. remains in command. The shortest duration was 3 months after 13th Commander of S.P.I.K.E., Markus Regal, was assassinated at their home.
