Hartoch Fen Oatsheaf
Fen Oatsheaf is a Halfling man who currently reigns as Hartoch of Fleissland. House Oatsheaf is the wealthiest of the Halfling Houses of Reisehaus in the southeast part of the Gellenmoors of southern Fleissland, and the Oatsheaf dynasty has ruled Fleissland for eight generations.
Though in many ways his mother's son in that he is happy to continue running things in Fleissland as has been done for time immemorial, Fen has ambition in that he has grand plans to make the comfort and wealth of Fleissland even more respectable and secure. This involves petitioning the government of The Pious Union of the Awakened in Vyberg to seek trade deals with The Verum Imperium to sell produce, grain, and meat from Fleissland. This, he argues, would prevent the militant Imperium from annexing Union lands or taking them by force, but would also help to enrich Fleissland.
