Liem
Liem, the walled city at the center of the continent of Anoria, is possibly one of the most important cities in the known lands. Many argue that its position on the Rojal Pass through the Grey Mountains, and its politically neutral status, has made it integral to maintaining the tenuous peace between the North and the South.
The founding of Liem is lost in antiquity, though the architecture of the stone buildings of "Old Town" points to clear dwarven influence. However, the dwarves of the Greysmere Covenant have never laid claim to the city, despite its choice location, and so there are those who have whispered that perhaps it was instead built by duergar slavers. Regardless of its origins, those original stone structures were already abandoned when the humans of Anoria began using the site as a waystation and trading post. These original human settlements have been thought to date back as far as the First Age.
Over time, the number of traders who laid claim to their own pieces of the Liem settlement increased to the point that a form of organized governance was inevitable. The first record of a city council in Liem dates to around 2496 CE. This is also the first record of the settlement being referred to as "Liem," a name whose origins are also lost.
Liem remained a small but prosperous trading town, a dot on the map, for almost 900 years, until the coming of Tarrus the One-Eyed, a man whose story is intrinsically tied to that of Liem. Within days of his arrival, the charismatic sorcerer had gained an uncanny amount of influence with those who ran Liem. Within 5 years, he was running Liem as its Lord High Councilor. This title, shortened over time simply to Lord Tarrus, would remain his for another 200 years. In that time, he would oversee the construction of Liem's walls and the introduction of a strict system of tariffs that filled the city's coffers and allowed Liem not only to thrive, but to hold a place of power. But it was his reputation that safeguarded Liem's newfound prosperity and protected it from the hungry eyes of the rulers of the Seven Kingdoms. For Tarrus made no effort to hide either his magical power or his unusual longevity. Instead, through cunning and demonstrations of his power, he created not only an almost cult-like adoration from Liem's citizens, but a fear of reprisal should any dare to attempt wrest that power, which none ever have.
Now, under Tarrus's continual rule, Liem remains an independent city-state and power unto itself. By controlling the trade between the North and South, he has also maintained an uneasy truce between the two regions. It is widely agreed that should Tarrus, and by consequence, Liem, ever fall, it will be the end of peace in Anoria...

Government
The city is run by a city council, lead by a Lord High Councilor. All council positions are lifetime appointments. The Captain-At-Arms of the city's guardsmen reports directly to the Lord High Councilor. There are no city taxes for residents of Liem, making it an appealing place for merchants to set up shop. Instead, the city's revenue comes primarily from tariffs imposed on all goods that pass through Liem. And since Liem controls the Rojal Pass, that means that it collects income on all trade between the North and the South, a highly lucrative position. Property rights and sales within Liem are also highly regulated by the city council. However, most of the day to day affairs of Liem's citizens, especially its merchants, are not, and Liem has gained a reputation for lawlessness. The lack of complex laws regarding criminality is countered by the power of the city guardsmen to exact harsh penalties, up to and including execution, on the spot for what they regard as behavior that is excessive.

Liem is protected on all sides by fortress-like walls, the construction of which was overseen by Lord Tarrus after he came to power.
Industry & Trade
Trade through the Grey Mountains is the lifeblood of Liem, and where the majority of the city's revenue comes from through shipping tariffs. Because of its prime location on the trade route, many merchants have made the city their permanent home, and therefore it is a city made up of a large merchant class, along with those who would provide services to such people; pubs, restaurants, inns, brothels, temples. etc...
A city built on trade has been built upon the ability to exchange one thing for another of value. The cattle drives of the Southlands bring Liem ample materials for the crafting of vellum (often sent back south again to Ferrantia), glue, preservatives (of value to traders on long journeys), and trade wagons and carts. The master wagon wright of Liem is known as the Royal Carriage Crafter, Luwynn and while Liem does not have a royal class, the artisans have made means of conveyance for much of the 7 Kingdoms. Solar Justicar Althea Duante of Nol was said to have a carriage capable of floating to be pulled by river elk. The less reputable of Liem’s trade alchemists have taken to refining the more exotic imports from the Southlands into substances like Dream Lily and Pesh.
Infrastructure
The city itself is a complex series of roads and boulevards upon which you can find every kind of shop imaginable. There are several wide plazas interspersed throughout this complex web of roads, in which open air markets can be found. At the north end of the city are the docks, from which river barges are almost constantly loading and unloading cargo. The most prominent feature is the Tower of Tarrus. Located in a plaza at the exact center of town, it was constructed by Tarrus the One-Eyed after his ascension to leadership, and at around 10 stories, is the tallest building in Liem. It serves as Lord Tarrus's residence, and includes an audience chamber and a meeting hall for the city council. However, much of what the tower is used for, including its highest stories, remains a mystery to all but Lord Tarrus himself.

Tarrus the One-Eyed has used his own machinations to make sure that a powerful merchants' guild like those found in Pandona and Strafferg cannot take root in Liem. He makes sure to give the merchants and tradesmen exactly enough leeway so that the need for a guild does not turn into action.
History
Founded in the First Age (1850 CE) on the site of ancient dwarven ruins, Liem developed slowly as a settled trading post over the course of a thousand years, and then much more quickly as a powerful city-state in its own right once the impossibly long-lived Tarrus the One-Eyed came to power.

Architecture
The original buildings of Liem were of dwarven make, carved from the very rock of the Grey Mountains. The human settlements sprang up around this "Old Town," using lumber shipped down the Natra River from Veluna and Nol. There is still much mystery around how Tarrus was able to construct his gravity-defying tower in the center of town. Though there are some who remember this odd construction project, none remember how it grew so high, or which workmen built it, only that the whole plaza was blocked off and guarded for six months before the tower, the seat of Tarrus's power, was unveiled.
Geography
Liem is located in a wide swath of valley along the Rojal Pass. From anywhere in the city it is possible to look up and see the peaks of the Grey Mountains to the West and East. Each day in Liem the sunrise comes and little later and sunset a little sooner due to this configuration. It's location along the Natra River as it runs from the Grey Mountains deep into the Seven Kingdoms gives Liem a steady supply of fresh water, as well as an effective and reliable shipping route.
Natural Resources
Liem has no natural resouces of its own, and relies entirely on trade negotiations for everything its citizens need. Even the granite from the Grey Mountains is purchased through trade agreements with the dwarves of the Greysmere Covenant.
