The DLI was developed to create a nation-wide network of interconnected individuals and their government system as to improve efficiency of information sharing and to reduce required intermediaries, allowing for more time and energy to be directed towards more productive, creative, entertaining or relaxing activities. It is used to provide its users easy and on-demand access to information stored in the central national databases. Citizens are able to request the status of for instance traffic, departure or arrival times for public transport, prices of products and services etc. Some users are able to access more specific and sometimes even classified data depending on their access privileges and permissions. Users can also contact the military in case of crime or serious conflicts. In addition to communicating with the government it also provides possibilities through the government systems to remotely communicate with other users. This can be either 1-on-1 communication, or with groups through asynchronous message boards or live communication.

Although not known to the civilian population, it additionally not only allows the government to track the location of any its the users, but also track all their conversations, interactions, actions and it even lets it read and process the user's thoughts.

There have been reports of the DLI being responsible for its users going insane with them showing irrational, delusional and (self-)destructive behavior. While this may be the result of a technical malfunction or an incompatibilty between the DLI and the user's brain or other organic functions, some say that the DLIs are capable of two-way traffic; according to these conspiracy theories a DLI can alter the user's brain, essentially making it a mind control or brainwashing device.
