Unrecognised settlements

Unrecognised settlements exist all over Fehadla, they are small settlements consisting of a handful of buildings.   They are smaller than hamlets, being defined within the Doomsday catalogue of 11.4400 (the 44th record) as having less five residential buildings, owned by a noble, or as temporary settlements like refugee camps. These unrecognized settlements are too small to be classed as hamlets and are usually private noble homesteads, farms, or inns along major travel points. However, some form around archaeological sites and places of pilgrimage.   Unrecognized settlements are identified by their main building or purpose, and in some cases, both. For example, Lee's Farm or the Old Traveller Inn. This is because nobles are directly involved in their creation and usually seek something from it, such as a farm or quarry. However, the owning noble is required by law to maintain an updated census of their unrecognized settlement's residents in preparation for the doomsday catalogues and for taxation purposes.  

Formation:

Unrecognized settlements are established on land owned by nobles such as Barons or Knights. To build in these areas, one must obtain permission from the owning noble. Unlike recognised settlements, the owning noble sets the taxes and laws, and they can charge as much or as little as they desire. Recognized settlements, on the other hand, are owned by true monarch, who sets fair taxes and provides protection through the kingdom's military and laws. Unrecognized settlements do not receive this protection, forcing them to rely on the noble for security and to resolve any arising issues.   Unrecognised settlements typically consist of one or two buildings, such as an inn, farm, or small loggers' camps. Many of these are established by nobles to extract resources for sale or to supply other settlements, thereby enabling them to become self-sustaining.   Once the settlement expands to over five residential buildings, it meets the requirements for hamlet, becoming the property of the True Monarch. Around each settlement is a governed zone, meaning that any building constructed within this zone belongs to the monarch thus becoming part of the recognized settlement. zone extends approximately 150 meters beyond the nearest residential building.  

Advantages and disadvantages:

 
  • Can have lower taxes
  • Noble owned (issues get resolved faster)
  • No business tariffs
  • Self ruled
  • Nobles often have a reason for allowing the building so have personal stakes in it
 
  • Prime target for bandit raids
  • Taxes can be extortionate
  • Less likely to get support from the monarch
  • Noble owned (issues can be resolved slower)

Identification:

The main difference between a hamlet and an unrecognised settlement is the size as mentioned earlier on in the article unrecognised settlementes must have fewer than five residential buildings whereas hamlets can have upto 19 buildings.   The second point of identification can be more difficult to spot but hamlets are owned by the monarch whereas unrecognised settlemesnts are owned by a noble and they class as the nobles property and assets. Therefore they are not protected by Fehadlas laws or military so private guards and mercenaries are hired to keep the peace and protect the unrecognised settlement.
