Structure
Sseth is a God-Emperor and his word is law and gospel.
He appoints marshalls, generals, high priests, and other high-ranking officials to carry out his orders and make important decisions in his name. Disobedience is punished with harsh beatings or outright execution.
The Empire works off slave labor, so prisoners of war must be routinely brought back into the motherland to provide a suitable workforce.

History
The Yuan-Ti empire was a major civilization in one of the worlds on the Material Plane. They were worshippers of the Dragon Gods, like many other humanoid empires, mainly worshipping Bahamut and basing their society on law and order.
But where there are worshippers of Bahamut, worshippers of Tiamat aren't far behind and the Yuan-Ti were no exception. Tiamat's sect was very prominent in all the classes but the nobility became particularly fond of her.
One of the Emperor's cousins, Yang Zhu, became extremely devoted to her. He spent his days in hidden temples seeking knowledge of how to increase his power and become Emperor himself. He and a couple trusted priests struck a deal with Tiamat herself, promising eternal devotion if she granted him great power. She transformed him into a massive snake-like creature, 60ft long, with wings and claws. He named himself Sseth and was granted the power to corrupt humanoids and transform them into reptilian creatures himself.
As Sseth's power grew and he became Emperor of a reptilian empire, so grew his favor with Tiamat. He quickly conquered his world on the Material Plane, and Tiamat told him of other worlds and Planes, teaching his Psionic Wizards to construct portals and allow his armies to march and conquer.
Sseth's power apparently grows with every humanoid he corrupts.
