The government of the Free City, such as one can be said to exist, is an oligarchy composed of the wealthiest merchant families, composing a ruling council that serves as both legislature and judicial branches of government. The real power, however, runs unseen in the back alleys and shadows. The real power behind the city, and the reason behind its particular reputation for freedom and lawlessness is the crime families. A small consortium of crime families and thieves guilds form the true government of the city.
