Rookhaven
"They send the worst of us here to rot and keep us from the rest of society, sadly, they succeeded."
Rookhaven is a large and mixed town, it is the place for those who completely refuse to bend to the rigid requirements of the Grenagem Empire. It functions as a sort of prison, ruled by anyone but the Empire, the only thing that they enforce is staying within the confines of the town.
Demographics
Mixed between Tantani, Natural-born Grenagem, and Roza.
Government
Very little government presence. Rules are to stay within the borders of the town, there are rules that are enforced by gangs, but for the most part there is no government presence.
Defences
Surrounded by a wall, but meant to keep citizen in, not out. A large Airship oversees the town around the clock.
Industry & Trade
Rookhaven is the place where everyone goes to find some their fix of black market drugs. Its difficult to say how they get past the wall built around the town, but they always make their way through.
Infrastructure
There is a rudimentary sewer system, a water mill, a number of taverns, hospital, police center, and 2 large grocery stores.
The military presence that the Grenagem empire set up in the town is usually paid off by the gangs that exist within, causing many of the laws that would have been established to be completely ignored by law keepers, in fear of upsetting any gangs. In turn, gangs place their own rules, and going between the different territories of gangs is almost like going to another country/kingdom with its own rules.

History
Rookhaven's first years were one of both confusion and chaotic. At the start, the military used brute force to beat the, essentially prisoners in check. The town was in a state of complete fear and submission for the first years. However, this all changed when a group of individuals decided that there needed to be changes made in the town, and they organized a large uprising, forcing the soldiers to the outer wall. After this, there was plenty of infighting among the leaders, and now each leader has a gang, The Emerald Needles, The Brass Monkeys and Damnation.
