"Grim Reaper" Diving Suits

The idea of the suit itself was a wondrous device that showed the citizen of The Empire the extent of the power that they held. The suit was first used to explore the ocean floor. It was later realized that the device could be used further than just exploration, but also recovery and mining underwater. Not only did the suit prove to be incredibly suitable to the environment it was created for (more so than they expected), but it also was inexpensive enough to be able to be mass-produced in a limited sense.
The diving suit itself, while useful, was soon realized to not be incredibly safe. Many accidents occurred with people either suffering dangerous levels of decompression sickness, or accidents during mining. The casualties caused by this suit were held from being publicly available, those who did know were threatened to keep that knowledge to themselves. Because of this, there weren't any locations above ground where The Empire could hide the bodies of the casualties, the easiest place was underwater.
Regardless of how much The Empire tried to keep the situation from reaching a mass audience, rumors still surfaced, and the diving suits gained notoriety, being thought as a death sentence, or at least an easy way to disappear. This is where the suits gained the nickname, "Grim Reaper".
The suits were used between the years 10 and 12. These years saw numerous people going missing, presumed dead, and protests began surfacing due to them, eventually, The Empire was forced to make a public announcement about those who had gone missing. Simply knowing what happened to their friends and family was not enough, and the citizens of Grenagem demanded to see where the bodies of those lost were kept. It was shown that bodies were kept in small cave graveyards, The Empire also returned the bodies to their families, but were kept underwater for so long that many were unrecognizable. This all lead to the ceasing of manufacturing and disposing of the suits, they are now considered antiques and a part of a dark history of the empire.
Additional & auxiliary systems
The suit was made to hold two people, one as the controller, the other as a passenger, therefore it looked much like a large diving suit with a rather large backpack. The backpack could contain a person, and has life support connected to it. The suit was made of 3 inch alloy mix of copper and bronze, made to keep its users safe during deep sea dives, with nearly as thick glass, able to withstand the pressure.
