The city build up around the University of the Arcane. As the university expanded, the necessary support infrastructure and personal expanded requiring the building of city. All of the staff, students and most of the teachers live in the city.

Given that it is tied to the University, political power and lawmaking is split between the master mage of the University and a elected mayor. The current master mage is Headmaster Harley.
