Having Blood of the Royal Family
Being Popular enough to not be killed
Requirements
Being the one to have murdered the previous Ruler. Often in a fiar fight, but those who are quieter, tend to be the scariest.
Appointment
After the previous Tsar is dead, the child who killed them takes over. In the unlikely senario the Tsar dies from Natural causes (Ex. War, Famine, Old Age) then the oldest Child will take the throne.
Responsibilities
Signing treaties, attending diplomatic meetings, keeping peace within the country, creating and continuing taxes, and hosting the Winter Ball.
Benefits
Full, unrestricted power over the entire government.
Grounds for Removal/Dismissal
Death. Nobody steps down athough technically one could.
