Purse-Reapers
A little-known faction within the District of Woes, the Purse-Reapers are the "official" network service for rooting out financial discrepencies with respect to tax evasion. Since the District was turned into a populace of undead, spectors and other incorporeal undead have made invaluable assets to a spy force that is reliable and able to enter spaces otherwise inaccessible.
Major critics are quick to point out, however, that the Purse-Reapers are simply a means for Celia Fenthris to spy on her enemies and learn what information they may know. This political advantage borders on espionage, they claim.
