Hellraisers
The Hellraisers are a Loan-Shark organization based out of the Misleans that loan money for what appear to be "killer rates". Run by a bunch of fiends, this organization uses a person's soul as collateral for all loans. If the loan is not paid off before the borrower dies, their soul is sent to hell as a Lemure.
The location of the Hellraiser headquarters is completely unknown, as they typically find out those who are in need, and their means of payment are varied incredibly. Most officials denounce this organization as illegal, but High Lord Max Le'Moar gives thanks that an organization is able to help "lift such impoverished people out of their unfortunate circumstances." He is a public defender of the "loan agency."
Several critics point out just how often a person might die once they near their repayment completion date. Others cry out that the severity of giving loans to the poor get them further into debt, having to sell the souls of loved ones just to make the accounts balance out in their daily lives. Either way, the Hellraisers are here to stay for the long haul.
