Loose collection of mostly independent pirates in and around the Phoaga Archipelago, unified only by a code of honour.
Structure
No single leader. A ship and its crew belong to their captain. Disagreements between captains are dueled over to avoid unnecessary bloodshed.
History
While there has always been some form of piracy in the Archipelago, during the 6th century AF it became a lot more common and well organized - in part due to the funding and support of the Kingdom of Ayel, who was preparing for war with Hokka and sought to destabilize the Empire from within. While inicially successful, as the war began the pirates soon also started attacking Aylian vessels and grew in power and influence, even capturing and holding small islands. Over time, the criminals slowly began developing a code of honour that, for example, determined a strict set of rules for conflicts between them so that there were no unnecessary losses that the Hokkans or Aylians could exploit.
The Red Fleets remained a significant risk for any vessel traveling through the Archipelago throughout the second half of the 7th century, terrorising merchants from Hokka and Ayel and even sacking Resal, the Empire's capital, after a brutal siege lead by Captain Cal. After this siege however the Empire started coordinated efforts to relentlessly pursue and punish any form of piracy in its waters, even briefly allying with Ayel. This was largely successful. While there are still pirates in the Archipelago who honour the code, they operate mainly in single ships, not fleets, and limit their attacks to the fringes of the Empire's territory.
