The Shadow Hand

The underground network, helping people get what they need, how they need it and when they need it for a price.   They are very often viewed as criminals and murderers but they are simply doing a job and being paid to do something that are either unable or unwilling to do.   They keep the network safe by living by the code of 'no more than 6'. You never may know of more than 6 other Shades at a time. You must also not take on more than 6 cases at a time. This keeps everyone anonymous and safe. It also means every member gets a fair share of the work available.   When things go wrong Shades are always blaimed, when in reality it is likely them only about 90% of the time and the rest are by people trying to get noticed by them or are people who end up being recruited by them. People wonder why their aren't jails over run with crooks and often its because an extractor has got a person out of prison and a specialist has built them a new life somewhere else. Now they work for the Shadow Hand.

They are the people who leave Shade Whisper messages for other Shades to get intel. Specialists - People with unique skills that are used by the other areas to get things they need from disguises to connections to arcane tech. Handlers - They deal with 1 of each type and act as the go between maintaining the rule of any shade member never knows more than 6 other Shades at any one time.
