Nelvanas

The City of Spires, Nelvanas was once one of the true eastern imperial cities, built by the Pale Elves and not annexed from the realms of man. Nelvanas was constructed as the Pale Elves crown jewel of the east - part garrison to keep the lands under command, part noble home for the influential among their upper castes. It's libraries were only matched by those in the west, and its gardens matched by none. The city extended upward, towers and spires extending into the sky with platformed gardens.    During the rebellion, Nelvanas was sacked - it's garrison leveled and many of its grand spires crumbling. Only 9 great spires remained, and for an age they were left to rot. In that time, Requiem would use the ruins to train troops or host secret meetings. Bandit groups and mercenary companies used it as a campsite. And monsters infested its towers.    When the Searing came about and a schism rang through the Ilmoran elves, a large portion fled into Requiem. With a sudden influx in tens of thousands of suffering Elves, Requiem could not hope to host all of them within their cities - and so began the work of clearing the ruins of Nelvanas. Used first as a way to quarantine the High Elves before more of the Searing was learned, Nelvanas would grow past that once the disease was cured. The Elves still needed a home, and with help from Requiem they would begin to get one. Even during some of the Winter War, Nelvanas would be constructed - until 1438 when Requiems economy was on the verge of total collapse. It wouldn't be until after the War of the Dragon that Nelvanas would be "finished", in 1456.    Nelvanas is a city surrounding the 9 remaining spires - constructed in the shells of half drestroyed towers, and at the feet of the monoliths of elvish history. Bridges connect the 9 reminaing with their lesser cousins, elevators work to bring supplies and people from ground level to the tops of Nelvanas. At ground level are the lowest slums of Nelvanas, often built of completely demolished structures or using the bones of what were to be temporary quarantine buildings. Most live in the 9 spires or the rebuilt and transformed spires that were once destroyed.    The High Elves who live within the city of spires have brought their Ilmoran industry with them. Vineyards float from gardens above the ground, workshops of alchemy and enchanting create marvels on equal with those of Requiems universities and only surpassed by the Cloudbreakers arcane potency. The tops of the 9 hold plants and herbs thought unique to Ilmora, but were harvested and taken by the fleeing elves - granting Requiem a small supply of a resource not normally found in their borders.    Nelvanas isn't just home to high elves. Many Owlin have moved to the spires and call it home, as have Halflings and a small population of humans.
