Necromancy and Resurrection magic

Necromancy is outlawed in most parts of Aerlad. Most cultures burn their dead instead of burying them, fearing their bodies might be used for nefarious goals.   Resurrection magic usually means the intervention of a deity. Aerlad is a world in which the deities agreed that they would create and let their creations fight to determine who is the best creator. Of course the deities didn't stick to the rules and constantly intervene. However, when one deity intervenes, another will try to undo that intervention, usually by intervening in an even grander manner.   Deities are allowed to use resurrection magic through their clerics, paladins, and other faithful servants. However, this usually makes the resurrected creature the target of other deities. This means nobody really wants to be resurrected as it means being put in the crosshairs of other deities, which can be a fate much worse than death.   There are other methods of resurrection such as monster effects and by spell casters that weave magic themselves. These usually attract a lot less attention.   Additionally, only the material plane is under close supervision. Resurrection acts in the Shadowfell and Feywild might go by unnoticed much easier.
