Fey and Shadow bursts

Fey and Shadow bursts are natural phenomena where a material plane, or a part of it, sort of collides with the Feywild or Shadowfell, or a part of those places.
  During one of these phenomena the border between the respective plane and the material plane is extremely thin, causing frequent formations of their respective crossings. During these times the people in the material plane feel slightly different, more whimsical during a Fey burst or more depressed during a Shadow burst. Usually the onset of such feelings is gradual and people only realize what has happened after some scholar or other educated person informed them about the concept of these burst.
Because the crossings are more common during these events there are a lot of people, especially travelers that get lost. It of course works the same the other way around, many Fey or Shadow creatures suddenly find themselves in the material plane.
  Smaller bursts of less than a 30 miles in diameter happen quite frequently. There is about one recorded burst in the Daerelos Confederacy every 5 years. Most of the bursts go by unnoticed because of the vast pieces of uninhabited land.
Large bursts of over 100 miles in diameter happen only once every few hundred years but are much more easily noticed. Some scholars suggest that every burst is the same size but larger bursts are simply clusters of small bursts.
Fey bursts are a lot more common than Shadow bursts. It is estimated that only 1 in 10 bursts is a Shadow burst.
  The duration of a burst is unrelated to the size of the burst. A burst usually lasts between 1 to 3 days but the onset of changed emotions can start as early as an entire season before it or sometimes it only happens a day in advance. After a burst the emotional influence dissipates within 3 days.
