Orthay City Watch

The Orthay City Watch (or simply the Watch) act as guardians of Orthay and its surrounding countryside. They also act as a supporting force for the Valorian Bureau of Inquisition.

The headquarters of both groups are located in Holven Castle in The Old Quarter.

Ranks of the City Watch

The Watch is structured with rigid precision:

• Officer – foot soldiers of public order.
• Sergeant – seasoned leaders who oversee patrols.
• Lieutenant – commanding precincts and coordinating operations.
• Sheriff – the highest authority.

The current sheriff, Daegal Mosley, is an inscrutable lawman whose mere presence hushes a room. His unwavering sense of justice is matched only by his severity.

Valorian Bureau of Inquisition

A more secretive division occupies the keep’s eastern wing—the local branch of the Inquisition. They act as the Watch’s investigative arm, with their primary responsibilities involving cases related to robbery, homicide, blasphemy and other significant crimes.

Detectives operate under the following rank system:

• Inspector – detectives who devote much of their time to clerical work. The most noteworthy inspector at this time is Quill, a sharp-eyed kenku who has been earmarked for promotion.
• Justiciar – field investigators, typically accompanied by one or two inspectors.
• Inquisitor – senior justiciars who operate as covert cells. Among them are Clae Moore, a pragmatic warforged, and Dwinzea, a female shadar-kai known for being a strict disciplinarian.
• Overseer – commander of the Bureau’s operations in Orthay. The current Overseer, Urzul Serrano, is a half-orc woman with a commanding presence and a mind sharper than any blade.

The Bureau’s offices are maze-like, cluttered with evidence chests and scribbled diagrams and permeated with the smell of fresh ink and stale coffee.
