Eklia
The most conservative of the four human city-states, Eklia, employs a feudal system to help protect the Dullmar population from barbaric and bestial raids from the icy forests of the north that border their small but mighty city-state.
Structure
The Eklians employ a traditional feudal system. The Rose Duke functions as a King that only reports to the Lord Emperor and even then tenuous at the best of times. Below the duke are his leige lords. These lords have small castles across The North, each one has farms and towns on the surrounding land that get protection from their leige lord.
